City of Twentynine Palms Announces New Master Fee Schedule Effective July 1, 2024

The City of Twentynine Palms would like to inform the community about the implementation of the new Master Fee Schedule, effective July 1, 2024. The Twentynine Palms City Council approved the amended fees for Fiscal Year 2024/2025 during their meeting on June 11, 2024.

To ensure the continued provision of high-quality services, City Staff has applied the 4.3% Consumer Price Index (CPI) increase to all fees, with the exception of Solar Energy Fees, the sewer fee, and other State/County mandated fees. This adjustment reflects the necessary costs associated with maintaining these services.

Pursuant to Proposition 218, the following principles must be adhered to: 1) rates must be based upon the proportionate cost of providing the service and not exceed the cost of providing the service; 2) rates must be fair and equitable; and 3) a rate payer cannot subsidize another rate payer. The recommended fees identified in the Master Fee Schedule are either at or less than full cost recovery.

The updated fees have been integrated into the FY 2024/2025 General Fund budget, ensuring that the City’s financial planning remains robust and transparent. Notably, the new fee schedule includes additional fees in the Animal Control, Planning, and Building & Safety departments. Additionally, the Parks & Recreation department has revised fees to coincide with other programming that uses the same resources. Certain fees within Parks & Recreation, Planning, and Code Enforcement have been removed and are no longer applicable.

The Community Development department has recommended incorporating Administrative and Vacation Home Rental (VHR) citations into the City’s Fee Schedule, currently included in the Development Code. The recommendation to remove these fees from the Development Code will be presented at a later meeting by the Community Development Director.
