NOTICE OF HEARING

NOTICE IS HEREBY GIVEN that the Board of Supervisors (Board) of San Bernardino County (County) will hold a public hearing on TUESDAY, January 27, 2026, AT 10:00 A.M., in the Covington Chambers, 385 North Arrowhead Avenue, First Floor, San Bernardino, CA. Additionally, both remote sites will open to serve the public: the Joshua Tree Community Center, 6171 Sunburst Avenue, Joshua Tree, CA 92252, and the Jerry Lewis High Desert Government Center, 15900 Smoke Tree Street, Hesperia, CA 92345.

The purpose of the hearing is to receive public comment on the housing and community development needs within the County Consortium. This will assist the County in drafting the United States Department of Housing and Urban Development 2026-27 One-Year Action Plan (Action Plan).

BACKGROUND The FY 2026-27 Annual Action Plan (AAP) outlines San Bernardino County’s strategy for investing federal housing and community development resources to strengthen neighborhoods, expand affordable housing opportunities, and improve quality of life for low- and moderate-income residents.

Each year, the County qualifies to receive federal entitlement funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs. These funds support eligible projects and activities in the County’s unincorporated areas and thirteen (13) cooperating cities: Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, and the Town of Yucca Valley. Collectively, these jurisdictions comprise the County’s Urban County Consortium. In addition, the Cities of Chino Hills and Rancho Cucamonga participate in the County’s HOME Consortium, allowing for coordinated investment of HOME funds to expand affordable housing opportunities region-wide.

As part of the County’s Citizen Participation Plan, a public hearing is required to gather public comments on housing and community development needs. This input supports the development of the Action Plan. Public comments received will help develop projects that will meet the five-year priority needs and goals identified within the 2025-30 Consolidated Plan, which will guide how CDBG, HOME, and ESG funds are prioritized. This is the initial public hearing, and no formal action by the Board of Supervisors is necessary.

PUBLIC COMMENT For a minimum period of thirty (30) days beginning on December 26, 2025, and ending on January 27, 2026 the public is invited to submit written comments on housing and community development needs to assist in the development of the next Action Plan. Citizen comments submitted after this time are welcome; however, any comments received after the close of the public hearing on January 27, 2026 will not be included in the development of the Action Plan.

The Board meetings are open to the public, including the remote site locations, for public participation. Meetings are held in the Covington Chambers in the County Government Center located at 385 North Arrowhead Avenue, First Floor, San Bernardino, CA 92415. All members of the public entering the building are required to go through a security scan.

Comments will be placed in the record at the meeting.
