The City of Twentynine Palms Administrative Services Department is divided into Administration, Finance, Legal, and City Clerk functions.
City Manager

Administration provides overall coordination of City functions within the policy and budgetary framework established by the City Council. The City Manager's office has the responsibility to carry out the policies of the City Council, manage day-to-day operations of the City, provide high levels of municipal service for the least possible cost, and ensure that the needs and concerns of the community are properly addressed so that Twentynine Palms is an excellent place to live and conduct business. To accomplish this, the City Manager is involved in community, county, regional, and state issues and guides the City organization.

City Clerk
Cindy Villescas, CMC
The City Clerk is responsible for researching and retrieving California Codes; maintaining and updating the Twentynine Palms City Municipal Code, Ordinances, Resolutions, and Agreements; administering oaths; receiving and recording petitions, claims, and official notices; and serving as Filing Officer for the Fair Political Practices Commission (FPPC) and Election Official for all City regular and special elections.

City Attorney
The City of Twentynine Palms contracts with a private firm for City Attorney services: A. Patrick Munoz, Rutan & Tucker, LLP.
The City Attorney is appointed by the City Council and works with the elected officials, City Manager, and staff; acts as legal advisor to the City Council, City of Twentynine Palms, and Twentynine Palms Public Financing Authority; prepares and approves proposed City Ordinances, Resolutions, contracts, and other legal documents; represents the City in litigation and directs the performance of legal services by outside counsel; oversees the prosecution of violations of City laws.
