City Manager Richard Warne

Richard N. Warne has served nearly 30 years in local government and has been the City Manager of Twentynine Palms, California, since May 2, 2011. He has a Bachelor’s Degree in Political Science and a Master’s Degree in Public Administration from Brigham Young University. At graduation he was commissioned a second lieutenant in the U.S. Army, where he served three years on active duty and more than 10 years in the Army Reserve as an intelligence officer. His military experience has allowed him to work effectively in a community where 70% of the population is connected directly or indirectly with the Marine Corps Air Ground Combat Center.

 

Warne is a recipient of the International City/County Management Association (ICMA) Innovations in Local Government Award. Only one award is given nationwide each year to a city manager of a city between 10,000 and 50,000. He is also a Rotary member and Kiwanis Club member and has served many years in various capacities with the Boy Scouts of America.

 

The City of Twentynine Palms Administrative Services Department is divided into Administration, Finance, and City Clerk functions. Administration includes the City Manager, Executive Assistant to the City Manager, and City Attorney.

 

ADMINISTRATION/CITY MANAGER

Administration provides overall coordination of City functions within the policy and budgetary framework established by the City Council. The City Manager's Office has the responsibility to carry out the policies of the City Council, manage day-to-day operations of the City, provide high levels of municipal service for the least possible cost, ensure that the needs and concerns of the community are properly addressed so that Twentynine Palms is an excellent place to live and conduct business. To accomplish this, the City Manager is involved in community, county, regional and state issues, as well as guiding the City organization.

 

City Manager Richard N. Warne also serves as the Executive Director of the City of Twentynine Palms Redevelopment Agency. 

 

EXECUTIVE ASSISTANT TO THE CITY MANAGER

The Executive Assistant to the City Manager, Cindy Villescas, serves as the City's Human Resource Officer and is responsible for all personnel functions including recruitment, selection, classification, compensation, labor relations, and training development. She administers the City's workers' compensation, short-term disability, long-term disability, employee health insurance, deferred compensation and retirement programs for the City, and develops and recommends personnel policies and guidelines to the City Manager and City Council. She also coordinates the flow of business and documents to and from the City Council, department heads, and senior City staff, and serves as liaison for technical services in relation to software application support and network support.

 

CITY ATTORNEY

The City Attorney is appointed by the City Council and works with the elected officials, City Manager, and staff. The City Attorney acts as legal advisor to the City Council, Twentynine Palms Redevelopment Agency, and Twentynine Palms Public Financing Authority. The City Attorney prepares and approves proposed city ordinances, resolutions, contracts and other legal documents. The City Attorney represents the City in litigation and directs the performance of legal services by outside counsel. The City Attorney oversees the prosecution of violations of City laws.
